I think the Sons of Malice, I just read their Lexi article and they kinda fill the criteria....

I would have to agree with Sons of Malice. They are the poster boys for Malal, The god of hate.

The Sons of Malice were never a legion though.

The Night Lords aren't as much hateful as they are seeking justice and revenge.

Pre-Heresy, Night Haunter was all about justice, and I think that this idea of "Bringing Justice" transferred with the Legion after they went rogue. So It's no so much that they hate the Imperium, rather that they wish to bring the Emperor to justice.

My pick?

Not the Death Guard, as they are more about spreading death and disease.

Not the Emperors Children, as they are more into the experience of pleasure than hating the Imperium.

Not the Thousand Sons, as they mostly search for ancient knowledge.

Not the Black Legion, as they hate the Imperium, but have so little hate when compared to the:

World Eaters: Now, I'm not saying that they are the most powerful legion, but it seems quite clear that when you devote yourself to a god of Hate, Anger, and Battle that you pretty much hate everybody. In fact, Kharn hates so much that he kills friend and foe alike! While the Black Legion hates the Imperium the most, the World Eaters hate everybody the most, including other World Eaters.

Its not enough to Kill, their enemies need to be deceived into worshiping chaos willingly and sacrificing everything they hold dead first, death is release for the puppets they play with.

Thousand Sons can't hate people they are just walking emotionless suits of armour.
