It's probably too late for this, cos he knows who your are, but when I was having problems with our polish neighbours who were having very loud parties upstairs, I went round posing as an environmental health officer (I work for the council and have an ID) and said we'd received loads of complaints from the neighbours. I then demanded to speak to their landlady and told her she was responsible for any noise in terms of any action the council might take such as fixed penalty notices. All total nonsense but it had the desired effect i.e. no more loud parties.

I say construct a bottle cap mine and plant one in his front lawn or perhaps toss some nuka-cola grenades his way.

Only if they break into my house or car in middle of the night.
There are laws about just shooting anyone.
Tx has the best law though. After dark you can shoot a trespasser, even if he is not an immediate threat. The only state in the union to extend the castle doctrine that far.

My neighbors are ace holes too. They "Accidentally" hit a gas pipeline next to my house because they were supposedly putting in a deck.
Two months later and still no deck. I have however found a surplus of cigarette buts on our dry lawn.
My solution. Bought a porch swing and started shinning my riffles while glaring at them.

Hm...thought of digging a pit in front of the house? So when they aren't around so when they come to...BAM, They are trapped! Ok so the pit idea might not work but seriously go to a local council or city hall and complain about them. I mean if I had neighbors like that I'd probably tell City Hall then take out my baseball bat and tell them to stop if they didn't

What you can do is first take pictures of the work he is doing from your property then hire a air quality specialist to come in and take an air sample. Send some of the dust to a lab and have it tested for lead and other harmful chemicals. Next, instead of waiting for the inspectors go down to city hall and request the permits on the house. If they state there is no permits file a complaint. When the reports come back and there is harmful chemicals or mold then get a lawyer inorder to sue him for potental harm.
Next, do you have a HOA? If you do, file a complaint. Automatically Appended Next Post: Also, if there is any damage on your property such has ruined yard, damaged paint due, whatever file a damage report with your home owners insurance. The insurance company will go after him to collect the repair costs. They are like  ing jackels and will hound him and his "contracting" business into bankruptcy.
If you do not to go to your insurance company, get some contractors of your own to give you estimates on the cost of repairs. Then go to the court house and file a lien against his buisness if he is incorperated (which he is most likely not) and the home owners for the damages cause to the property. Any pay he recieves will go to you for the damages to your property.
