The major difference between a Common Era Gyro-jet and a Bolter is mainly in the casing; with uses a traditional powder charge to allow the bolt "bullet" to clear the barrel before the gyro-jet fully kicks in. This also is what provides the Kick that can dislocate a man's arm.
In this respect the Artists actually did do their homework before creating the weapon. Traditional Gyro-jet rounds did not generally have the muzzle-velocity to clear the barrel and within a few feet really could be stopped by hand, or would bounce harmlessly off the chest of the opponent. This is exactly why the technology was discarded.
Although there have been recent advancements one major one is a 2 stage delivery system with a traditional charge and gyrojet round.
And BTW the Initial gyrojets had a velocity of 20fps at about a foot out of the barrel, the newer ones(GjMKii) had a Velocity of 100fps(again about a foot away) which is like getting hit with a paintball. The farther away you get however the Higher the velocity, and just penetration of the round.
As to the Man portable railguns; we almost have them now(in many college physics labs) the firing device itself only ways a few pounds(relatively some are a dozen or less) but the power requirements would require a huge backpack generator weighing over 100 pounds.
