If he says 'check the codex', he needs to have the codex on hand. At least one of you needs the rulebook. If he can't afford the codex, there are numerous ways to get electronic versions or copies lent from a friend. The onus is on them to prove they can do something, not on you to prove they cannot.
If this kid simply doesnt know the rules, as said by others, start basic and work up. If he doesn't make an effort to learn, well, you can always just not play
The worst I've had was when someone had the codex, but refused to show me. He was older than me and claimed 'I'm just teaching you how to play the game, tough-love style'. I got home and jumped on AB and sure enough, his army was 500pts over the agreed limit (and it was pretty damn obvious as it was a 1000pt game)

Australians haven't drunk Fosters since the '80s. It's mostly sold in other countries for foreigners who don't know any better.
Why don't you just make up fake rules say.
If I roll a 2-5 My armour save is 1 higher. (jekearo monkey thing, rea rule is roll a 4 i think )
Because that just makes the problem worse, instead of better.
Education is ultimately the best option... and if someone isn't willing to learn, the eventual lack of willing opponents either changes their mind or encourages them to find a more suitable hobby.

Why not try (this will require a lot of patience on your part) teamign up with him for a game.
Just a 1-2k. That way you can explain the rules to him during the game in the roel as a team mate rather than an opponent.
If he is quite young the fact that you are williing to be on his team might make him pay attention.

Getting the teachers to pat attention as well always helps (not knocking teachers, but i intensely dislike anyone making blanket statements about 'bullying' or the like when there isnt any going on, it just come off as 'i cant be bothered to look closer')
Also, yeah mentoring or teaming up is a good way to go, as is just having a session/meeting/whatever just reading and going through rules....might help?

OT: Seriously, just confront him, but be polite. There's a kid round these parts who truly does play his own version of 40k. It's frustrating to watch. Even moreso when it's an adult. There was a guy recently who was adamant that his DE in Raiders could move the Raider 12", disembark, move 6", FOF, then assault. In spite of the fact I said show me where it says that in the codex he just flustered around and said "It was in WD! It's a Raider's special rule."
I just walked off...

When I first started playing I was a newb (note not a noob, there IS a difference), I got rules wrong, in some cases me and my brother disgredarded some of the rules entirely in our games. Mainly because at that time it was hard to take it all in and play like pro's so we made mistakes.
I too was a newb, always making terrible/plays because i didn't grasp the rules entirely, i'm gonna second the small game approach.
500 point game, 1 HQ 2 Troops teaches legal force organisation already  and there's bound to be a bit of everything during the game.
Failing that be patient, wait till he's older than 15

Never played in a school game club, it was always a shop club or later a private / at someones home club.
So if someone was way out of line they just never got invited back.

One of the kids at the store has a knack of being 100% sure of a particular rule... and then being 100% wrong about it. To make matters worse, he always refuses to believe me until I grab the rulebook and show him where the correct rule is. It's usually funny the first time it happens, but it can really drag a game down.

"Yes you can."

"No, I'm pretty sure you can't."
(me, to him)
*facepalm* "Fine. I'll grab the rulebook."
It's been "fun" stuff, but of all the kids there, he knows the rules the best, so I guess he's just used to being more right that those around him. Basically all you can do is show him how much he's wrong, and he'll either get the hint and start listening to you, or he'll just slowly stop having things to be wrong about.
Of course, that store also has store copies of all the books, so there's none of that "We don't have that codex so you'll have to take my word for it" malarkey.

I don't mind being corrected, in fact if I'm wrong point it out. There is just a right and respectful way to do it and a wrong way. Just remember what the late and great Patrick Swayze(sp) said in Roadhouse, be nice, when the time comes not to be nice you will be told.

^This. Especially teachers, they would much rather listen to a well thought out 'argument' and then get everyone working together rather than have one kid causing problems for the whole group.
