I would have thought the absence of wings, pretty much confirms that they have different DNA. Which would put the possibility somewhere in the realms of zero. Also from the BA dex... Which would be somewhat improbably if he were a clone of Sanguinius.

The warp lost guy of the Imperial Fists remembered Dante as chapter master and he has been away for a millenia. I think Dante is ca 2000 years old. Certainly no clone or something like that of Sanguinius. He aint a psyker, after all. And cloning their Primarch would be against the feelings of the BA. sorry, but isn't Dante leading the chapter from something around 11 centuries ?
Anyway, if Ward fluff can be granted for good (and I think not) the old man is growing nuts, he thinks he'll be the one protecting the Imperium. He's surely loosing his personal war with the Black Rage, having visions of what Sanguinius destiny was. No more no less.
EDIT
also, there are no clones of the Primarchs. If they'd be, they would be higher, stronger and generally bigger than the normal marine counterparts.
Dante or Corbulo are no clones of Sanguinius and he is dead. As is Rogal Dorn so they won't be back.

I would kind of understand why anyone could think that Dante may be Sanguinius clone when considering his appearance.
Wearing that "deathmask of sanguinius" for over 1000 years would clearly have some impact on that poor guy's face...
However, as already stated:
No wings, no primarch...

There are no Primarch clones indeed. But Dante is known for keeping the black Rage in check... very well.
Remember that the Sang. Priest and Chaplains of the BA chapter test the candidate(s) for becoming Chapter Master on their ability on keeping the Black Rage in check, etc.

I suppose not having a throat may impede one's combat abilities....if only ever so slightly.
All this business about the BA having a light AND dark side...doesn't every SM army share that trait (minus our friends the Ultramarines)?

Light = being noble sneaky warriors
Dark = creating mutated abominations during the heresy
This list could go on. Gives you a good idea of how "unique" (cringing as I type) the space marine chapters are.

I prefer to interpret it as unilaterally building a semi-autonomous empire within Imperial space or possibly an uncontrollable desire to be in control.
