If anything, the wording "This note is legal tender for all debts public and private" is better then "I promise to pay the bearer..." because it actually assures the value rather then implying that the there is something of actual value.
It actually sounds like a holdover from some type of precious metal standard and they didn't bother to change the wording to reflect that

Older notes used to say "Pay to the Bearer on Demand". Those words were removed when the currency was no longer backed by gold. I was under the impression the pound was no longer backed either so I have no idea why it says that other than tradition.

Edit: I must say that it certaintly isn't much to look at. They couldn't have put a little varity between denominations, maybe a different picture of the queen or a crown prince or somebody? A little color if you please

The pound note is recognizable virtually anywhere in the world. it's certainly more colorful than the USD was for...ever. The recent changes notwithstanding, US currency used to be green, incredibly well embellished, but plain. The real richness of it was the weight of the ink, the feel of the paper, the red and blue fibers embedded in it...I miss the older bills. The first time I got one of the new twenties I thought it was fake. They just feel different.

There's a new £50 note out today. Automatically Appended Next Post: The Euro notes are the biggest disappointment.
They could have had a standard front and let each country make a different back extolling the most splendid wonders of the realm. This would have spread pan-European culture around the world.
Instead they designed a bland "faux" European "artist's impression" of a piece of European culture.

The Euro made me sad. Not just because of some of the economic repercussions that "could" occur, but also because the coins and bills are so...meh. But at least there's a decent amount of coinage.

They've got a picture of Peter O'Toole on them, what's not to like? Your ten bob note, ($1 bill) I like less.
