I thought this was the case but changed my mind during the creation of this thread. Now I'm not sure again. See p33 2nd sentence: "In these cases,...." Does this refer to the cases of scattering (ie. beyond max range or line of sight) or to the cases of not-scattering and scattering? It really gets stupid if a Blast generates hits from out of line of sight models ONLY if there is scatter. Still, I suppose I'd have to say this does seem to be

The section goes on to explain that there is one hit for every model at least partially under the template and wounds and saves are worked out as normal.
This means that even if models are out of los they can be wounded and the wounds are allocated to the closest model to the firing model.
Yes, but generating hits and generating wounds are a separate part of the shooting process to actually allocating wounds (and making saves). The normal shooting rules take over for allocating wounds (p33 3rd paragraph final sentence). Thus the Out of Sight rule (p16) applies to allocating wounds. Thus you can't kill models out of Line of Sight (except for lookout sirs): line of sight is from the shooter, or from the center of the blast template for barrages.
