Never, and for many reasons.

1. He picks the scenarios so it raises the question: is he picking scenarios that favor his army and building his army to maximize on them?'

2. FAQ questions, is he more lenient on questions that affects his army while being harsher on other codex's that might really hurt his army?

3. opponents, Did he pick his opening opponent based on who he thought he'd have the easiest time beating?

So while some percentage of TO's are impartial enough to be totally on the up and up. It still gives the perception that something funny could be going on.
