The problem with bans is it just causes a new "broken" to emerge. Even MTG and the DCI formats try to avoid banning, as they realize it's more of a last-ditch effort to balance a format than something that should often be used.

In addition, even if you did try bans, your list leaves a lot to be desired. Some of your listed options are the least scary things in those books, and while you claim you want it to "actually look like an army", you have things like "no multiples of units" meaning a chaos army dedicated to 1 god is tossed out even though it arguably makes more sense than a mix.

This idea is just flawed, both fundamentally and in the specifics as well.
