You could always just build the Space Wolves Primarch, claim ignorance and use him.

If you modeled a squad on a base that was the same size as the vehicle with the same weapon loadout it would be pretty cool. It would just be an entire squad on the same base. you could also use large gun mounts manned by space marines all on the correct size base for different vehicles. I think it would look pretty cool on the table especially if you took the time to model each unit really well, like loading a siege mortor and spotting and all that other stuff. At the end of the day its your dollar and you time you are putting into the project so dont let these internet A holes tell you what you can and cannot do. They just like to bitch and moan about anything and everything because the internet is the only place they can get away with being such dicks.

You could probably just use MDF board for the bases for the vehicles and maybe a banner or something to indicate proper height. It would also look really cool to equip all of the marines on the outside with shields so that their phalanx would be the hull. maybe add some hieght to the base too. Good luck!
