The vehicle type has no effect on its passengers ability to shoot.

Yes, even if it does get FAQ'd, dude can only shoot non-snapshots if the Chariot moves only 6". This includes if they make the rider Relentless as "Models firing out of a
vehicle that moved at Cruising Speed can only fire Snap Shots
that turn."

Really they should just Errata the flamers to be Assault.
Are there any template weapons that are heavy besides these?

If they made an errata entry saying the flamer dude is monstrous creature ve would have a relentless, two shots, smashing chariot. I could live with that.
The stats dont indicate its a mc though (even if the model is not much short of a greater daemon).
Im looking forward to see if the faq deals with this debacle

Even a MC could only fire snapshots if the chariot moves over 6"

You're correct.
One way to solve it is to claim that "A chariot with an Exalted Flamer passenger is counted as being armed with ... " then the vehicle has the weapons and not the passenger.
Then it could fire after moving 12" in the movement phase. Could be a little too good though, as it would be able to fire both weapons at full BS if it moved 6"

I don't think that would be too overpowered. They still have to be fired at the same target, so against infantry the extra shots from the anti-tank one wouldn't be too much and against vehicles the torrent wouldn't do anything.

I think what they TRIED to do was make the chariot kill things dead, but only while NOT a dedicated transport for the Herald. Making the same vehicle for a tzeentch tank and a herald pimpmobile was the mistake in the first place.
I agree with an above poster, the VEHICLE needs to count as armed with the template, but only while the Exalted Flamer is on board. The Tank hunter weapon should probably stay on the rider himself, maybe make it assault instead. You then have the choice of 2 weapons at 6", or just the template at 12". This also allows for splitting fire. I think if BOTH weapons were vehicle mounted, you would always just go 12", and fire both. Pretty sure fast vehicles get 2 weapons at 12".
