I don't think it's disingenuous at all, in fact, I think the fact that you need to create absurd loopholes that require the interpretation of rules not based upon their real english language meaning, but rather inferring facts because a single word happens to be present and used in an entirely different context to the one you assert it is used in really highlights just how absurd your initial argument is.
The fact that it mentions the Flyer type is insignificant because it doesn't tell you to just replace the Flyer type, it uses Flyer as an identifier because these are rules about flyers, regardless it just tells you to treat the model as a Fast Skimmer, exactly the same as Enfeeble tells you to treat terrain as difficult terrain.
If you can't reconcile your interpretation of the Enfeeble rules with those for the Flyer (Hover) rules I think there's a problem with said interpretation.
