Phoenixes are both good units but play very differently
If you want to take one as a mount, take the Frost one as it's stronger and much tougher
The Flame phoenix is there to hurt large blocks of infantry and hunt squishier targets

i'm actually looking to get into WHFB too but will be waiting for them to get a new book first before parting with my cash. I am hoping for some wood elf lords mounted on stags though!

if a dolphin will jump out of water for fish, just imagine what it would do for chips?

I'm actually going with High Elves, but Wood Elves do have a lord on stag model.

Even after trying to make a High Elf army list, I'm not sold on them (and fortunately haven't bought anything either).

Are Vampire Counts/Tomb Kings any good? Do they both have to be hordes?

With Tomb Kings, is a Necrosphinx a must take? I hope not as I think the model is hideous.

Skaven also seem like they'd be neat (and aren't too expensive thanks to Island of Blood).

Vampires Counts are really good and you can take a somewhat small army if you limit the number of zombies/skeletons and instead take a lot of Knights/MInfantry

TKings are a bit the same but not as brutal (not sure about their must have though)

VC is an army you want to take minimum core and spend most of your points in Lords/Heroes with the rest distributed among your special and rare choices. They can be competitive (scream lists) but definitely take some time to get use to playing.

TKings are subpar compared to most other 8th edition armies but don't let that discourage you from playing them if you like the models/fluff. Their core is considerably stronger then VC and the fact you can take chariot units as core is great!

My suggestion is to go and read some battle reports/look at army lists to kind of get a feel for what should be included in competitive lists for both TK and VC. And then design a list based upon that so you aren't spending money on models you aren't going to use.

ToW armies I own:
Empire: 10,000+
Chaos Legions: DoC- 10,000+; WoC- 7,500+; Beastmen- 2,500+; Chaos Dwarves- 3,500+
Unaligned: Ogres- 2,500; Tomb Kings- 3,000
Hotek: Dark Elves- 7,500+; High Elves- 2,500
40k armies I own:
CSM- 25,000+
