My understanding of what SEALs are goes hand in hand with what the ODSTs are, except they don't come screaming in with their balls on fire from orbital insertion.
asking about viability is silly in this case. We have them, they just don't have 22nd/23rd century tech.
as for spartans? highly unviable. It's not possible to change someone by injecting chemicals into them once. You'd have to change them at the cellular level, changing their DNA. It's possible that whatever DNA toxin could be present in these chemicals, but at the targeted age? No, you'd have to start at square 1 and change the embryo, otherwise it's regular and frequent chemical/drug therapy to introduce the desired traits, maintain those traits, mitigate the damage done to the body by those traits, mitigate the damage caused to internal organs by the chemicals/drugs, and monitoring how everything is taking to make sure the balance is good and that no health problems are developing.... not to mention the psychotherapy, all to prevent this particular individual from going ape and either collapsing from pain and dying or going on a killing spree of unintended targets.
The powered suit is somewhat of a reality. I'm not sure that we might be able to make it that compact, and the US military IS working on it (meaning it's either contracted out, or there are some enterprising individuals making exclusive offers to the US army for putting these out and are footing the bill for development), but reasonably speaking we can't expect a working battlefield suit for a while. Powered suits are more likely to be used for equipment maintenance at this point in time.
