He is underwhelming as a champion and since he has to take the Imperial Fist Chapter Tactic it is somewhat of a waste with a Sternguard heavy army. However I do love the fluff and theme of a Sternguard heavy list and the best way I have run my guys is only x5 Combi or Heavy weapons, for example x3 Combi Meltas and x2 Heavy Flamers. Not as pricy as full combi squads and balanced enough to get alot of jobs done. However as mentioned they are best as an anti-infantry approach, combine them with some Devestator Centurions to help out your army
how is he a waste on a sternguard heavy army? he makes them scoring! Though I am personally considering sticking him with a honour guard to give them that +1 attack and stuff.
As for sternguard, they're solid enough barebones, 2 heavy flamers could be pretty nice.
Pedro himself is not a waste for sternguard, but the IF CT is, since they will rarely want to forego their special ammo.
10 rapid firing sterns v MEQ: (obviously, lots of rounding here. The numbers are close enough, so lets not nit pick soemthing that's not really relevent)
Using IF CT: 18 hits, 9 wounds, 3 dead marines
Using Poison ammo: 13 hits, 11 wounds, 4 dead marines
Using AP3 ammo: 13 hits, 7 wounds, 7 dead marines (plus maybe losing a guy to Gets Hot)
Either way, IF CT doesn't help stern, where as the Ultramarine CT can let them nearly wipe out a full 10 man marine squad in one turn of shooting and makes them fairly safe from Gets Hot wounds.
Ah, my bad, I misread your post then. Yeah the IF CT don't do squat for sternguard. Which is too bad :(

If you are concerned about choosing the proper load out for SG (and want to stay WYSIWYG) I would suggest magnetizing the whole kit, as I am in the process of doing with mine. You'll never have to worry about gluing something on only to find out you don't like it and have to tear it off
Might be a little excessive on magnet use, but all of these combi and special weapons can be used throughout the rest of a marine army too.
We paid the money, might as well get your full use out of it

While I don't want to necessarily say money isn't an issue but, at the present time isn't an issue. I plan on kitting out two full squads of these guys. One would be obvious for tank hunting and the other for high value targets. Either this will be a melta squad and a flamer or stock squad.

I really hoped the 120 starting cost for Sternguard was a typo and GW would fix it with the FAQ (should only be 110). I really don't see the logic behind it.

For a Heavy Sternguard army yes he makes them scoring which is great, however besides that he is underwhelming as a commnader since he only has a 3+ armor save and because you have to use the Imperial Fist chapter tactic it is useless for Sternguard as they cannot make use of the "Bolter Drill" rule with their Special Ammunition so you basically are wasting a chapter tactic. Also Sternguard though awesome are easy to kill and usually almost never survive after the turn they come in since your opponent will want to kill them ASAP. I have had much more success using two units of them purely as Alpha Strike units and putting the rest of my points into the rest of my army. Part of me is still a huge fan of the Pedro Sternguard list as I love the Spec Ops feel of it, just from personal experience and looking at the facts I feel that there are other Drop Pod armies worth taking more.

I've managed to think up precisely one time where this would be useful. Pedro giving the Sternguard an extra Attack gives them 3 Attacks each - not too shabby against a unit they've already whittled down. So it would come in handy with bolt pistols if they want to charge.
Of course, you have to be the kind of player who puts their faith around putting the unit in close combat to begin with...!!

I find it ironic that adding another 5 equals 110, where the initial 5 is 120.....
How is it that some cost 24 PPM where the other 5 for THE EXACT SAME UNIT cost 22 PPM?
"Those first 5 guys are like, REALLY veteran....the others are kind of less....veteran..."
It's weird....Sternguard and Centurions are the ONLY units in the entire codex that cost more PPM for the first 3/5 models, then decrease in PPM on the models added.... WTF? I suppose the Sternguard are that way because they have a built in Veteran Sergeant which is typically paid for now, but the Centurions? -- and why aren't Vanguard done that way?

Centurions always have a Veteran Sergeant. The Sternguard sergeant has the same profile as a trooper...

Where does it say that the Sergeant is a Veteran Sergeant for the Centurions? At least with the Sternguard it actually says "Veteran Sergeant" -- and again, why aren't Vanguard Vets done this way?

It doesn't, but look at his statline.

Good catch, seems to be another omission that slipped through editing.
However, that still doesn't answer the question on VV.

2 x Heavy Flamers + As many Plasma's on a 10 man squad. Find the Biggest meanest Elite unit, land your Sternies in a POD all with Combi-Plasma's, unload the fury... Bye bye Obliterators, Wraithguard etc...Find them, fix them **** them. You can do more damage this way than any other, especially with a 7 Men plus leaping out combined with 2 x Heavy Flamers. Sternies are monstrous, so don't be timid with them. They also look like an easy kill, as most Player don't realise they have Base 2A, which does surprise many a player who charges them. Killing a Landraider ....Good.....Killing his Elites or even his Boss with a storm of Plasma...Awesome....If they try to shoot you off they won't succeed 90% of the time, and you can dish more death, if they charge you - HEAVY FLAMER TIME. Depending on your CT's you can increase their effectiveness, or even their survivability.

Seems like Wolf Guard are better at this than Sternguard. They cost 23 points WITH the combi-weapon. Stinks that for Sternguard thier combi-weapon costs 10 points on top of the roughly 23 point model.
