Kings of War uses them for tournament play and it works great.

The game has to be designed to work with them though.

In KoW you only take actions and roll dice in your turn... that's not the case in 40k, you have actions that you take in your opponent's turn, everything from armour saves upwards.

So, no... it wouldn't work for GW rulesets.

For one, I think the problem with time clocks is that, unlike in chess, speed of "your" turn is not fully your responsibility.
You hit the nail on the head. I can slow play all day long on my opponents turn and run up his chess clock.

For example, I could roll my saves on at a time.

Intentional slow play may not happen as often as you think but I see slow play all the time.
I was at NOVA this year, and one of my opponents said. "Oh, wow. I like how you use different colored dice to represent your different guns on the wave serpent. That's clever!"

Why not just give bonus points to players who finish all turns and/or finish early? Giving incentives would work better in my opinion then extra steps added to a turn. I'm thinking of implementing this in my next tournament.
