During 5th ed there were several FAQs that adjusted points for units...this could happen again.

And having armies play very differently is an issue.

It is just easier to draw a line on when FAQs and updates are Tournament Legal (say a week for FAQs and updates). and leave it there because it is far easier to manage a tournament that way.

One thing we haven't touched on yet is how drawing a time-based line would work on supplement and digital updates.

With print books, you can easily base it on the release date. It is pretty black and white. For the supplements themselves it is equally based on release date. But without a dated changelog, I'm not sure how you could actually tell players what the "locked" version of the supplement is without spelling out the rules, which would in turn invite complaints from GW for stealing their rules.

In a game like Magic, Wizards makes the rules available at all times as freely and openly as possible to make sure everyone is informed. But GW has decided that rules are part of their product (despite being horrible at them), which is a big part of the problem these supplements add to the game.

It is easy...you tell them to not download a new update after x date.

Essentially if I was holding a tournament on 12/28 and I set these timelines

Codex/Supplement release: 1 month
Update/FAQ:1 Week

Then no Codex or supplement released after 11/28 would be legal and no Update or FAQ after 12/21 would be legal.

So you send a remider to all players to update their digital release the week of 12/21, and to not update again until after the event.

Just play with the most current rules. Its the easiest way to do it.

Otherwise you are playing someone else's 40k.......

Indeed. So is there any reason to assume that the page that my opponent is showing me on his tablet screen, after we've just stood around for 5 minutes waiting for the thing to boot up, is any less tampered with than the printout the guy at the next table has?

At least with a physical book it's a little harder to tamper with it convincingly. I'm not seeing any reason to trust a digital edition any more than a printout, though.
