Dark Angels might not be sub-par (I know. I have played them for a long while. They can compete if played competently.), but they have the disadvantage of being "balanced" in an age of imbalance. As a matter of fact, the other chapter in the OP is a direct slap in the face to a build from the Dark Angels book (Ravenwing).
And yes OP, Sammael would confer skilled rider to the white scars, but you would have to watch out for focus fire. That would snipe Sammael out of the unit making the tactic worthless.

That slap in the face is the reason they're subpar. We pay more for bikes with less features. The only thing we're really getting on our bikes is teleport homer's galore which to me means you're wasting your points if you don't have termies.

Its not a slap in the face to Ravenwing. The white scars are the best bike only army, the ravenwing was not meant to be a bike only army. it was meant to be a powerful left hook to the deathwing's right jab. The ravenwing does a far better job of supporting a terminator drop assault then any other army in the game.
It just sucks a lot of players, my self included, wanted RW to be a bike only army.
