They don't explain why or how he gets his ability. His statline becomes the same as a CTan.

You know as well as I that they make the framework and them let folks define their fanfiction within that setting. You can easily claim he is a Ctan of some sort and be as correct as someone claiming it isn't that. Nobody is right or wrong, there is not enough info to make a determination. Typical GW.

Certainly well within your right to think so.

I don't find the idea super interesting myself (the CTan possession) but it isn't an unreasonable hypothesis to explain his ascendance.

To me it's just, like, why can't the Necrons be super-science badasses by themselves? I mean, they invented a whole bunch of really amazing stuff without the C'Tan, they even invented the science of Biotransference. In fact, the C'Tan were just some star-eating clouds of multicolored gas before the Necrons gave them bodies.

Making Orikan the Diviner into a hidden C'Tan just sort of cheapens both the Necrons and the C'Tan, as Orikan is not that amazing of a SC, all things considered.

I agree actually, I love the super science change they made to the fluff instead of CTan puppets. There are other fluff examples of how effective Crypteks can be, and another SC to represent an exceptional Cryptek.

I appreciate both the notion that maybe Orikan has harnessed a shard to empower himself or that he is perhaps a hidden CTan similar to the story in the first codex about the Deceiver pretending to be a planetary governor.

Not actually a change, the Necrons had the technology to create necrodermis and such in the old fluff, too.

True, though the implication was that the CTan showed them secrets that they never could have attained before.

CTan are still implied to have lifted them to new heights, but the current fluff has them being outrageously high to begin with.
