Marines of every flavor, orks, some ig, elder guardians can but I'm not sure of the rules on those. It would be changing a lot in my opinion

I think people may be debating from two different foundations here.
Some are talking about those who have access on the models - there are a fair few units included in this.
And some are talking about those who are stated to have chainswords in their entry - not many units at all.
It doesn't make much difference to final decision for the poll, as we are discussing if units can purchase them if they gained an adavantage, but it does make a difference when discussing how many units currently have access to them.

We don't need mortal wound spam into game and sheesh that would make big blob with chainswords ridiculously scary unit for super heavies etc. Orks could create good anti-super heavy unit by sending in hordes of grots with chainswords  Common weapon in hands of dirt numerous swarm... It's annoying to start checking which had eavy armour and which did not. Whatabout even more common case of chainsword...

No. They are abomination. Dice rolling exercise rather than game with tons of stupid bespoken rules with everything having something special just because.

I would, and probably with a -1 Armour Save Modifier.
In the interest of slicing away all that rules bloat, however, I guess they will just remain as generic a Close Combat Weapon as they have been for quite some time now.

All ork choppas should definitely get a -1 Armour Save Modifier. They used to be good against armour in 3rd edition and it would give you a reason to buy slugga boyz instead of shootas.
I wouldn't mind if ordinary chainswords gets a -1 Armour Save Modifier.
