I reckon that's exactly where it's going, and not just as a response to the backlash. You already see elements of the the Lex we all know and loathe in a few scenes in BvS, particularly his confrontation with the senator and the 'Problems up here' scene; he's controlling, he's confident and he's downright despicable. The events of BvS and his subsequent imprisonment will force him to adopt that persona more often, because the more frivolous, zany character hasn't done him any good.

The thing to keep in mind is that this is a very young Lex compared to how he's usually portrayed in the comics, so it's reasonable to expect that he'll have to grow into that character (as the DCEU Superman had to) over the course of a couple of appearances.
