You just sort it out like BattleTech?

Player A has 4 units
Player B has 12 units
Player A has initiative

the turn:
Player B moves 4 units
Player A moves 1 unit
-- repeat until all units moved
Player A shoots 1 unit
Player B shoots 4 units
-- repeat until all units shot


did they finally make that a formal rule? back when I last played IIRC it was just a "house rule so common people thought it was the rules"
