That is awesome! 5x4 at 10mm scale is a really big play area! So functional and pretty! You need to get some 10mm soldiers, civvies and zombies for it ;-)

As to water, I think you could make it work. Basically, city sections would be like streets except that the street is water (just use a brown/green, lighter to very dark in the center and glass coat/varnish) and the lining would have rails. Run it under the underpasses and it would look solid. For more rural river/lake/pond pieces, you can go with muddy or sandy banks.

Almost finished painting a massive amount of 10mm zombies/soldiers/russians actually. Adding some dirt roads and another table now for rural play
