We're talking specificly Primaris characters though, clearly you aren't going to have Primaris sisters of battle

I wonder if the process of converting a regular Space Marine into a Primaris Marine is at all risky. Would Commander Dante really risk the possibility of messing up the prophecy he thinks he is a part of to undergo the process? Probably not. Calgar is more machine than man, so would the process even take on him, and to what end? Since we haven't seen Primaris bikes yet, would Khan give up his wheels?

If the process isn't a sure thing, I could see Chapters not letting command personnel undergo it.
