If you're using plastic cement you shouldn't go overboard with the amount. Because using too much actually slows the bonding process significantly. You should put a very thin layer on both parts and wait a short while (~15sec) before setting them and just keep them together for like 5 seconds and you should have a pretty firm contact. And by firm I mean it shouldn't droop on its own but you can still move it around slightly if needed.

For assembling bigger models or anything where you can actually hold 2 pieces together comfortably I strongly recommend Tamiya Thin Cement with a brush (mentioned earlier in the thread). It has a very low surface tension meaning it will flow between the pieces very quickly and also sets pretty fast meaning you can almost immediately start adding more pieces in. The brush helps application immensely. Be aware though that it evaporates quickly and the fumes might not be too good for your health so keep your working space well ventilated.
