The actual published version (Damocles Gulf, which focuses on Tau for obvious reasons) does briefly mention Eldar.

Apparently aside from being cowardly, they use archaic, barely functioning equipment.

No, whilst they do supposedly have nanoscarabs, their bodies are not made from them. Living Metal / Necrodermis appears to be a highly advanced and adaptible alloy of necrontyr invention. Since it is described as mutable, its likely that necrons can adapt their bodies to fit the situation.
