I doubt either one will get new kits outside of re-released stuff (so, basically only Eldrad) considering only Primaris and Death Guard got new stuff, and the entire 8th edition basically hyped them up. And it's not out of the question that the two will be a dual release like CSM and GKs were. EDIT: Also I hope it's Nids first. I want my chance to bask in the internet rage of them being "OP" like Guard players are doing right now.

Really, there's not enough of a pattern to make a real assessment. I would never have guessed Grey Knights and Adeptus Mechanicus would be so early, the only no-brainer was that spess mehreens were first.
Ya, meanwhile necrons are a race of immortal robot with the capacity to simply wait for stars to burn out... I really hope I don't have to wait that long for a necron codex.

I'm hoping for Eldar, I'm working on my Ynari list, and and chomping at the bit for what points reductions will do for Dark Reapers and Farseers.
I think some people here convinced me, that Nids will be first, Simply because they have recently been touched. And other then the Triumverate. I don't think Craftworld Eldar have had a new model in over a decade. (aside from the Knight)

You've clearly not seen Tyranid conversions/custom builds
That said I doubt is has the effect you're thinking of and if any thing GW would want more control over such a faction rather than less. Considering that GW is stripping anything in codex that does not have an in-production model from them, that in itself shuts down 3rd parties making alternate products that GW isn't providing. Thereafter we'll get data-slate style releases of new models into factions so that details and rules and model all drop at the same time - which knowing GW means about a 2 week notice, 1 week pre-release then release.
GW does care about 3rd party producers but gamers making their own stuff, they've never cared and generally encourage it (especaily as many people kit-bash most conversions so its already using GW product). Heck Tyranids are very easy (compared to some other factions) to bash bits of random kits together with some greenstuff into a totally new bug!

You want points reductions on Dark Reapers and Farseers? Why? They're literally two of the only units in the codex that are good right now.
Hope for points reductions or changes for Wraithlords, Jetbikes, Falcons, Fire Prisms, Banshees, Scorpions, Guardians, Rangers, Dire Avengers and probably a couple other units I've forgotten, where it's actually needed!

Tyranids could do with
1) Biovore/Pyrovore and Lictor/Deathleaper in plastic combined kits; I'd expect them 3 to a pack the same as they've done to the rest of the range.
2) An updated Red Terror model - this combined with point 1 would fully remove all the finecast from Tyranids and bring them fully into the plastic era.
3) Either remove weapon choices for gaunts or add an uggrade pack for things like spinerifles etc.. that have been around for a while but have had no model update. An update to the gaunt sprue adding these weapons wouldn't be really needed but would be nice so long as they retained the current look of gaunts.
4) Something Titanic. Tyranids were lucky in that they got the Trygon as a titan early; but these days its clear that the Trygon is not the titan killer/equivalent that it once was. A new Tyranid titan unit would fit into the army well as an option.
Other than that Tyranids don't really need much else now. The only way to improve them, in my view, is to go for far more dynamic pose model designs such as we've seen with some of the Age of Sigma models. However that is more alternate than new sculpts.
The only way I can see adding new Tyranid models is via splinter-fleets. Ergo doing to Tyranids what they've done to Space Marines - introduce splinter fleets that use most of the core army models; but have access to some specialist units that replace core choices. That way GW can add content to the Tyranid range without overloading the core army.
Already we've got quite a varied force now. A titan type unit is about the only thing they lack - the heavy monster slots are very well supported now with multiple specialists and a step down hive tyrants and carnifex can still use different weapons to vary their role on the tabletop. We've got two fliers and gargoyles; we've got a very full elite roster (although some could do with boosting - but its not so long since Tyranids were very hard pressed to make choices with so many very solid units in elite slots).
Special character models - eg Swarm Lord type models - could be another way to add more models to the range. At present only the Red Terror has its own model; the others (old one eye/swarmlord) are from plastic kits. That they haven't updated the Ravener kit to have a Red Terror suggests that they might well release a new model for it - heck it might even get a size upgrade.

At this stage most armies have at least one plastic lord of war. I didn't know about the Stompa, thought Stormsurge was HS, didn't think of Guilliman as he's for a subfaction of SM and completely forgot Imperial Knights existed. I'm still quite new...

I really really want Eldar next.
However, if you look at the Codex release artwork from Nova, it showed the images of Eldar, Nids and AM in that order when announcing the next few Codexes. The fact that AM was the third image to me feels like we will see the Codexes come out in reverse order of that artwork, so Nids next..
