The whole concept of re-rolling miss auras can be explained if you look at what it's actually doing.
You're re-rolling the natural ability of whatever you're granting the buff to. You are not suddenly giving Power Fists hydraulics or passing out Night Vision goggles.
When something grants re-rolls to hit to everyone nearby, Space Marines hit on 3+ and Guard hit on 4+. Space Marines re-roll 1s and 2s and Guard re-roll 1s, 2s, and 3s. They are already different from each other but both are simply treated as having the old Twin-Linked special rule.
Then the modifiers get applied after. Suddenly hazardous conditions can actually be hazardous. The aura is not making you resistant to night fighting. It's not speeding up your fists or negating the penalty for moving with heavy weapons. It's strictly making you a better marksman. The modifiers then say "Still not good enough because of this handicap" and screw up your aim anyway.

Actually, you're making up rules. What is a re-roll? You have no definition for re-rolling that is supported by the rules. The rules define what a re-roll is and it states when and how they occur. It even states that modifiers are applied after them, ergo they are done irrespective of them. You cannot simply throw out the definition of a re-roll and assume people will accept your made up version of "re-roll" as official doctrine. That would be like trying to move or shoot without using the movement or shooting rules.
