If the tournament's going to follow what they say on the flowchart for using models with older option and they let you do that, I'd suggest an Autarch (with warp jump generator if you prefer) with a banshee mask. They really killed the autarch though with the new codex so you don't really have the flexibility you used to have.

If they don't want to do that for the tournament, you could do an autarch skyrunner and give him a relic. Or one on foot and give him the cloak - I liked last edition when you could give an autarch the cloak and give him a ranger long rifle (was playing Alaitoc)

I'd go with the plumed Autarch, but I don't have room at this point. The only non-Phoenix Lord characters I have are the Avatar and some seers. I could give one of them Kurnous' Bow or something, that'd be pretty sweet.

As a single piece of wargear, maybe. But it's attached to a piece of crap unit that needs every bit of help it can get to be remotely useful.
