Are you maybe missing out on the support units? These are independent of the formation lists - so you can play those choppers (PAH Anti-Tank Helicopter Flight) - up to two flights as per the support formation chart of the "Panzer Division 1", alongside support units of Tornados, Lars and Roland etc.

These would be outside of your Leopard 2 Panzer Kompanie list.

You build using the diagram on p. 19 of the book. Using that diagram, you can build a list with three Leopard 2 companies, three Marder Panzergrenadier companies, one Panzeraufklarungs companie, one LARS Raketenwerfer battery, one Roland battery, two anti-tank helicopter flights, one Tornado flight, and an M113 OP - assuming you have enough points, of course. In order to find out what goes in the companies that I listed, you then turn to the diagrams for those respective companies on pp. 21, 25, and 29.

Additionally, with the release of Stripes, it is now retroactively legal to add one additional allied company from any NATO army (Warsaw Pact players can similarly add a single Pact battalion to their Pact formation regardless of whether it's on the diagram or not).

The starter box technically still isn't legal. But that's because it only includes enough tanks for the Leopard 2 company HQ and a single platoon. There's nothing preventing you from using the helicopters with the tanks.
