I think part of the issue is that they lost a good chunk of the base to how polarizing DoWII was, and while DoWIII attempted to bring back some of the scale that people missed by the time it came out no one who walked away came back to even try DoWIII. The fans who stuck with the series through DoWII then had the same reaction to DoWIII that those who left DoWII had.

Eh. The early coverage of the game doesn't reflect that very well. They sent out a lot of press copies to youtubers as well as 'traditional game journalists' and it was everywhere for several weeks leading up to release. It was just unfortunately really bad. A lot of the
DoW fans really wanted the game to be good, even if they disliked or hated 2. There was a lot of blind enthusiasm based on the original trailer that was almost unbelievable... But it vanished quickly once the gameplay was revealed. Plenty were willing to try, but the game simply did rise to meet them- it was just a sad little variant of capture (destroy) the flag on restricted little maps with too few factions and limited unit choices with some nonsensical additions.
