TBH the AL aren’t really a “shadow army” anymore, they’re unambiguously traitors and have been more recently portrayed as just stealth-using CSM rather than a real guerilla force.

As many as the public are willing to pay for. After Custodes sold like they were in fact made of solid gold, I suspect we will see half a dozen new Manly Space Knights in Manly Space releases. After all, if you find yourself with of a legal way of printing money, then you start printing, and you don't stop until the printing press stops working. GW knows this principle.

And maybe if stuff like Daughters of Khaine sells equally well we will see something other than Stormcast and Marines in the two universes

Oddly enough if you make stuff its sells and if you don;t it doesn't.

Well it would be our first Merc faction, being able to do both Imperium and Chaos. Not certain if there is enough interest to fund the needed 3-4 boxes to make it a 'real' faction. I think it was a bone thrown to the current fallen players.

No, they are not. The new lore for 8th states in no few words that the alpha legion is full chaos. I wonder when this whole alpha legion being good guys with attitude thing will end. Alpha Legion, they like blowing imperial stuff up and killing loyalist marines. Nothing about them even comes close to being "maybe loyalist".

And its not just 8th either. All the way back to 5th there has been no lore to back up the "maybe" theory. If there has been, please post it. I am often wrong.

I'd love a Fallen Codex. I like the DA specific models a lot, the robes are a cool look, and even as recently as just as 8th dropped I considered try to make a force of them that could play with either Imperial or Chaos rules. The Fallen entry in the Index being a bit sparse had me considering a handful of actual Fallen infiltrating and subverting a DA Successor chapter, but I never got around to doing more than a few models.

There's a lot of ways they could make the rules interesting without making them too different or overpowered. I'd start with letting them figure out how to get inside a vehicle and work from there. I do like the GSC idea that they can bridge the Chaos and Imperium keywords by taking a detachment of Guard or similarly non-astartes units (realistically anything but official DA and maybe Inquisition forces could be available) as well as either a Chaos detachment or maybe some units from the CSM Codex. Cypher leading Gulliman and Abaddon seems like ridiculous broken overkill though, none of that please.

HOWEVER I'd see it as a massive slap in the face to anyone still stuck with an Index list when they got released as a full faction. Custodes were bad enough coming out before the rest of the major Xenos races, and honestly I'd prefer the other 2 Chaos gods got their own books first too. A campaign book with some mini-dex lists like the old Eye Of Terror book would be nice for some more of these niche armies. Could stick a Farsight Enclaves and Kult Of Speed list in the same format, stuff like that.

Not sure what you're responding to. Alpha Legion use shadowy tactics, they have lots of secrets and spies and use sabotage. They're a shadowy army. Fallen are also shadowy simply because the Dark Angels are shadowy and secretive so of course their dark mirror would be too. My hope is they give the Fallen something unique about themselves, maybe they get both Chaos and Imperium keywords like Cypher and can show up anywhere aiding anyone after some shadowy goal. I don't want any copy-paste stratagems.

Keep the strawmen at home, kids.

Not sure what you're responding to. Alpha Legion use shadowy tactics, they have lots of secrets and spies and use sabotage. They're a shadowy army. I must have read your post wrong. I apologize. I was under the impression you were thinking that the alpha legion were loyalist. Once more, I apologize.
