Yes, although this is another place where the fluff is all over the place. Hop into a tank (in the fluff) and suddenly melee weapons essentially never appear in the story, while ranged weapons can tear through meters of plate armour and boltguns can meaningfully harm leman russ tanks.

The lore just can't match the game because the lore isn't as consistent as a game has to be. It'd be like if your codex said:

"Roll a d6 before the game. On a 1, use the profile for the Storm of Iron Space Marines. On a 2-4, use the Beast-series Space Marine profile. On a 5 or 6, use the Horus Rising Space Marine profile."

Regarding the OP, however, it seems Guard officers/NCO's with rifles are something we can't have on the TT (except if you play the Death Korps, and possibly the Elysians)

That Eldar have already lost, the battle is just about how badly they lose.

And that their 3-5 dead soldiers hurt them more than the 100 guardsmen and 20 Marines that died that game hurt the IoM, regardless of VP.

I think that might be cool. It'd be different every time. the game would be interesting at least or flying rodent gak crazy at best.
