Honestly what I would do...

Is sit down on the 40k Wiki page and read the stories/background/lore for each main faction. Whichever theme/look/story you love best, look into the subfactions, bada-bing-badaboom you've got yourself an army that you'll love even while you're learning how to play it.

The story should also give you an idea of how that armies tactics are supposed to work... which they've tried to recreate on the tabletop this edition. So you'll kill two birds with one stone.

Just one mans opinion though.

This is also true. They're kind of a glass cannon, but they sure hit hard and their psykers (especially Mephiston) are nasty.
