It's not a Miniature -Wargame- if the game part of it is fully functional.

If you're buying the minatures because you're a collector of pretty looking plastic models, then you're not participating in a minature wargame, you're just being a hobbiest collector.
The rules are 100% important as to if the subject meets the criteria of the question. The fact people will buy pretty models without rules is not in dispute. [Lego? Funcopops? Etc?] But without competent well written rules, those are just collectibles, not a game.

Well I'm going to be difficult and say neither. My primary, first, and usually only concern is Setting. You can make the most beautifulest models in the world, but if they don't fit the aesthetic of a setting I'm interested in they hold no appeal. Your game could be the most challenging-yet-rewarding piece of mechanical genius ever written, if it doesn't allow me to represent a setting I'm interested in I'm not fussed.

I think thats a good point actually it really does apply to me as well for the most part, Mierce for instance have some of the best monsters that I have ever seen and all I can think is how can I fit them into warhammer, I had similar feelings with that maelstroms edge as well, really liked the minis and the game seemed good but the setting just holds no interest for me and therefor I struggle to get into it. Age of sigmar is probably the best example, it might be a good game but the new world seems pretty uninteresting.

Comparing standees or 'paper miniatures' to miniatures, I think. That's okay. The Battletech miniatures disappointed me back in 1992 after being introduced to the game via Citytech and its beautiful standees.

I use standees, proxies and paper minis all the time.....

However, I pretty much bought All Quiet on the Martian Front simply for the setting and the Martian Tripod mini. The game is really not that great, but I still play it.
