You have to move him within range of his quarry, go through your whole turn, then go through your opponents entire turn, hope he lived and is still in range of the quarry, only then can you get the free hounds in.
The alternative however is to place Karanak in the way of his quarry. The rule says he only needs to be within 8" - so pick a hero from your opponent that likes to get stuck in and use Karanak as something of a deterrent - preferably with a screen. A somewhat obvious example:
You opponent is Beastclaw raiders and they have a Frostlord on Stonehorn. You set up a unit of Reavers with Karanak 5 inches behind. If that Stonehorn charges those Reavers, it'll make a mess of them (+1 blood tithe) but in your turn, you are within 8 inches and gain your free flesh hounds. Your opponent needs to consider this before committing his hero in this direction and could be deterred. Quite handy if you are on an objective.
This of course works best against armies with wizards due to his unbinding roll, but the above is a solid example of the other side of how to use his special rule. Please note the wording of this rule however. They must be wholly within 8 inches of Karanak and more than 9 inches from an opponent - so the closer you are to your quarry, the harder it is to deploy them.
