UPDATE!: Looks like BattleScribe finally added a separate "Daemon Prince [INDEX]" entry under Thousand Sons HQs.
That means it's finally an "official" ruling now. Right? /s

No, it just means that Battlescribe wants to allow you to generate lists for events which have house rules allowing this.
RAW using the index prince without clarifying this with your opponent and/or TO is cheating.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

Why? It's a different datasheet. Perfectly legitimate to take both, so longs as your total Princes doesn't exceed 3.
That said, not sure why Thousand Sons would ever take the Index Prince anyway. Extra cast and improved invuln is way better than being allowed to buy a Warp Bolter.

The flow chart clearly states that you must take a datasheet from a codex if such a datasheet exists.
