Oversight on my end. So many factions within factions now and classing them independently is confusing lol. Are Deathguard their own entity now or do you consider them Chaos Marines?
While DG and TS lore-wise can be talked about as CSM subfactions, they are separate in the rules, and have their own codexes. Advice on how to play CSM, for example, may be of limited utility to TS/ DG players.

Imperial Guard. Not just because they are my main army, but because I think the rule changes will have a big impact on how they play. Especially the new vehicle and blast rules, which as a big fan of guard tanks, I really like.

I sadly agree with all of this. The Courts are sure to get killed off, and I think there will be another push for Ynnari stuff to the extent that I doubt we will get any new stuff that isn't usable by Ynnari.

Court of the Archon and Beasts. All in finecast and basically no-one plays them anymore.
Unless GW is planning on releasing a plastic kit of those units I'll expect them to vanish very soon.

Sisters of Battle! Better cover and options to come in from Strategic Reserves will be really beneficial to deadly (but fragile) units like Penitent Engines and Retributors. I'm hoping it makes it easier to focus your less-squishy units on board control and let your glass cannons shatter spectacularly.

Other, none. I started out on the fence, then I got excited but more I hear it sounds like it does hordes dirty and is made almost entirely for elites. I have elite armies but I hate it when it feels like lists are near forced into one way of use.
So my Marines and DG feel like they'll be good. My Guard I guess is heading back to mechanized support and good bye foot guard for awhile.

Guessing you havent seen Primaris's new anti knight infantry unit that can kill a knight with about 350 ish points of dudes, at 24 inches then.
Unless the half damage per turn for LoW is real knights are dead in the water for 9th, second onto the RIP pile after hordes.

Harlequins.
It was cool they gave alternative roles, in PA, for the four main characters, and interested to see if they will continue to go in that direction.
In the process of painting up a Voidweaver but it doesn't seem as popular with Harlie players as it should be. Wondering if this will change with 9th edition?
Hoping for a start collecting set or some new models.

Traitor Guardsmen are looking like a possibility.
We got some through Blackstone Fortress and I think they met a lot of players expectations, but I don't think they're available anywhere else outside of that boxed set.
As ccs mentioned, Squats would be great - but I don't see GW fulfilling that request.
Until then, we are left to buy OOP remnants through eBay.

But I think you are correct. Eldar are going to get a hard shake in the next year or two. I just hope its more a massive rules revision rather than a 'burn and start over' operation.

Actually they have been for quite a while now. Both the boxed set adversaries and the cultists are available by the sprue.
Or they were at least. I can't find the traitor guard anymore.

yeah... no. 6 shots, 4 hits, 2 wounds, assuming none are saved by the 5++ you're losing average of 8 damage. The knight then promptly deletes them from existence.
Edit - oh sorry you're suggesting 350 points of infantry so 3 squads? That's reasonably fair depending on knight costs.

If knights go up in price at all they are going to be in a very bad place by the looks of it so far. GW still seems to believe they are hard to kill while marines can easily sweep over 1000 pointa of them away as it is, in 9th they loose any possitive nteractions with terrain and mine sadly look like they will be spending the edition fighting up hill.
