The main bennies of that, is that it can move and shoot, adds some MEQ/termie killing to the mix and can take incidental fire on vehicles. I must stress this, it is incidental fire.
The main thing is the firing on the move.
I would probably do the 3 HBs unless I had a great need from more AP2 or antivehicle weaponry

Lascannons are almost always best put in line squads.  In normal 40k, I'd probably go with 3 x HB unless you really really want to put the fear of clumping in your opponent above and beyond what the normal ordinance templates do.  I dislike v4 plasma cannons that much.  I only consider las/plas in CoD because chances are good your opponent will end up either clumping by accident or want to clump for a tactical advantage. 

The problem with las/HB is mixture of priorities.  A good LasC target will have your HBs chipping paint.  A good HB target will waste the LasC shot.  The mixture is only good when shooting at MEQ infantry on the move, and I like purity of purpose.  May well be a decent choice if you intend to shoot MEQ squads all day after the turret goes.
