That's mostly for mobility in the front lines. If you want simple buffing there's a reason for it.
My point is that we've now got a Palatine which is like an even cheaper version of the Canoness if the buffs are all you're looking for. Insert a Warsuit Canoness and suddenly the regular Canoness is awkwardly sandwiched between two arguably more efficient options depending on what it is you're looking to get out of the unit.
Ok, but,
GW doesn't make
HQs based on the logic you're using. Efficiency isn't in the bag. It generally isn't even the same building.

Even chaos marines got things like the Master of Executions, Master of Possession and the Discordant daemon-engine guy in the last go-around.
GW likes models for the sake of models and they worry about rules, roles and points later (if at all). There isn't really a strong reason not to have a Canoness warsuit (or jumppack canoness) beyond 'production budget allocated for this release.' Next go around they'll probably make a show of producing the models due to 'wide support.'
