Custodes and Harlequins would probably be worst, because they'd benefit the factions least in need of a new book. GSC need a book, I don't dispute that, but they're also a relatively minor faction and it's crazy to me that they'll get priority over Nids, Tau, and Eldar (from a Xenos perspective.)

And let's not even mention Chaos Space Marines...
Likely way it went?
They picked Custodes to release because 'Imperial' and then went looking for something to pair against them that makes sense from a story perspective. A GSC being found near (or on) Terra and the Custodes coming to stomp it out makes more sense then Tau, Eldar or Nids showing up that close to home.

Good lord am I looking forward to that fluff tho.

If the GSC manage to down even a single 'stode the bolter-strokers will find and hang the black library author responsible.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"

"you think it is you who has gotten me, yugi, but it is I who have gotten you! I declare the ever-vigilant stratagem to attack your rubrics with my custodes' ranged weapons, which with the new codex are now DAMAGE 2!!"

"...which leads you straight into my trap, Kaiba, you see I now declare the stratagem Implacable Automata, reducing all damage from your attacks by 1 and triggering my All is Dust special rule!"

First, a list of possible options:
Spoiler:
Realistic Options for Imperium - Still includes some stretches and "well, in theory this could happen":
- Custodes
- Sisters of Silence
- Combination of the above two into "Talons of the Emperor"
- Agents of the Imperium (Inquisitors & Assassins, possibly also Sisters of Silence).
- Astra Militarum
- Space Marine "9th Edition" Codex Supplements for a Chapter that got their supplement back in 8th.
- Imperial Knights
- Adeptus Arbites

Realistic Options for Xenos - Same stipulations as above:
- Craftworlds
- Genestealer Cult
- Harlequins
- T'au
- Tyranids
- Ynnari
- "New Faction"

Worst Imperium:
- Really: 9th edition Space Marine Supplement for one already released in 8th. The amount of slap in the face from this would be apocalyptic. I honestly don't even think this is possible, so here's my real response:
- Agents of the Imperium: I love Inquisitors and Assassins and the like, but these guys should well and truly be a "flavour of the month" thing. They add extra spice to existing Imperium lists - not that Imperium needs much extra spice. When these do come around, I really wouldn't mind seeing them drop the rule that stops armies from losing special rules for including these guys, but instead do gain some other unique thing. It'd be pretty cool that you lose your Doctrines, but you gain a kick-butt Secondary based on whichever Assassin you brought to the table. However, this isn't the time for that, and that kind of thing should come at the tail end of the codexes.

Worst Xenos:
- Ynnari: Effectively, these guys are a "Supplement" as well, and not really a stand alone force yet. They need to finish the Aeldari line of 9th ed codexes before they throw these guys back into the mix. That said, I really do want to see them continue with these dudes. They could add a lot of depth to the Aeldari faction's personae - and there's many reasons they could conflict with the other Aeldari factions as well, even while being made from them. Strength from Death was broken, but the IDEA of "get a temporary boost when their own forces die" is a good one!

Gathering the Informations.

Adeptus Arbites are so far from a "reasonable" release that...yeah. Dunno why they'd show up at all.

Personally, I'm hoping for updated SM supplements. That's a month worth of books at least, no model releases necessary, that could be done during the holidays--a timeframe when usually bundle boxes are the big thing.

I think there already is one by Chris Wraight...

The Custodes have taken a more active role with the crusades though. They're accompanying fleets and serving as bodyguards to high-ranking Imperial commanders.

What’s left to come out? Next year is supposed to be very chaos heavy and I would have thought that the December release would want to have lots of nice new models for Xmas presents.

So all new eldar models, but then that’s not a worst pick that’s a great pick.

Custodes and GSC would be the least interesting release for me

Worst idea? Space Marines Early December Edition and Space Marines Christmas Edition, both of which have very slight rules updates, supersede the current SM book, have different updates from each other so all SM players need to buy both, and telegraph another wave of SM supplements that'll take up the first half of next year.

The Worst Xenos option is obviously Codex Craftworld. A December release slot is going to bet one new model at best and Craftworld need so much more than a new HQ model.

The Worst Imperial option is the Codex Agents of the Imperium. It combines the rules for Inquisitors, Assassins, and Rogue Traders into one lavish 80 page codex with bespoke rules for including them in your Imperium army using only models currently sold by GW. The model release is the Elucidian Starstriders as a boxed set.

Ynnari. Combining the Eldar factions is one of the worst things I've ever heard. It's almost as bad as replacing High/Wood/Dark Elves with Fish Elves.

So codex for Inquisitors is more useful?

Is anyone using Inquisitors? If not, then I should think so, because then the people that want to use Inquisitors would be able to use them. Luckily for the murderclowns and bananaboys that disagree, I have no say in the release schedule.

The Codex Necron Moisture Farmers and Codex Pizza Delivery Boys suggestions I haven't taken seriously, obviously you can come up with something worse if you're not limiting yourself to current 40k factions. Who can say why the Necrons are farming moisture, it's a spoooopy mystery. The Pizza Delivery Boys will wade through a horde of Orks to get their tip, a fast and surprisingly tenacious army.

I'd give those a whirl.

Codex Administratum is 600 pages of paperwork in 10 point type and a new 600 pages must be completed each turn.
Codex Agri-World Farmers turns are based on the harvest cycle of the crops you pick.

Not only that, but Deepkin didn't "replace" the other elves. Those joined Cities of Sigmar and then GW stripped out most of the overlapping units from all the armies they stuffed in there. And now LRL is a reimagining of the old High Elves crossed with the Eldar's path system.

No, they aren't. They're a new elf faction that has nothing to do with High Elves.

No, they aren't. They're a new elf faction that has nothing to do with High Elves.

Let's check the battletome:
Years slid by as the twin gods rescued ever more souls from within the captive entity Slaanesh. Their skill in penumbral magic, already strong enough to bind a deity, was refined to the point that they could reincarnate their lost brethren hale and whole – no longer were their attempts haunted by cursed anatomies or hollow souls. The Lumineth created a culture of betterment that founded nine Great Nations across Hysh, one in every paradise save the mind-searing landscape of Haixiah. Tyrion and Teclis thrilled at the sight, for in the Lumineth, they saw aelven times of yore reborn.

Made of the souls of the recovered from Slaanesh and resemble the old High Elves.

Lets guess, the reason you disagree is because of the cow elves? That was covered by my point that LRL are a reimagining of the High Elves crossed with the Craftworld Eldar. Instead of paths they master singular elements.

Alright, well, jokes on you:

I'd totally play Codex: Shipping Containers.

They are an insanely well developed faction really, with a ton of variety and factions all over the world...

Not too complicated to paint either!

Two white dwarf mini codexes - one is for an ultramarines successor chapter that is totally unremarkable except for a totally broken relic, the other is sisters of silence but they've lost all access to transports.

When I read "white dwarf mini codexes" it clicked an idea in my head:
Codex: White Dwarf
Codex: Black Gobbo

Each will be 70 pages and dedicated to a single model that can't be allied to any other army and will run 2k points. As such each 32mm based model will cost $500USD.

Serious answer? Craftworld Eldar and Imperial Guard, as a December release is unlikely to have much in the way of miniature support.
