I guess CSM get by with less ROF because they're just better shots. They've been doing it longer, of course.

This. Pretty sure I've read multiple BL novels where marines are described as flipping switches to change their rate of fire. Full auto seems to be a pretty niche fire mode because it wastes ammo compared to a marine firing single shots or bursts.

Head canon: Admech dogma prevents them from removing the full auto option on bolters used by unmodified humans. This absolutely means that a human who dares to try firing full auto inevitably ends up dropping his gun or hurting himself. Some humans flip the switch to full auto accidentally and are convinced their bolter's machine spirit is extremely blood thirsty and wild.
