From the rules:

A player’s Order of Battle can consist of any number of units, but you must have a Crusade card for each unit and the combined Power Ratings of all the units in your starting Crusading force cannot exceed 50.


So sure, you can hamstring your list options by only taking 25 PL, but the Crusade rules are designed to start with 50PL.

I welcome changes to the detachment FOC's. They're still not where they should be.

Patrol is far too generous and needs paired down extensively. Should be 1 HQ, 1-2 Troops, 0-1 for everything else.

Battalion is to too generous with elites. Should be 0-3 Elites.

Flyers should be removed from all detachments and given their own detachment that is 1-3 Flyers for 3 CP. The Balance Data Slate got this one horribly horribly wrong.

Realistically I'd also wonder if Combat Patrols started as a way to sell box set halves that didn't sell. Look at the Marine sets and see how many look like most of Shadowspear, Dark Imperium, Wake The Dead, or Tooth and Claw. How many of the rest look like they're waiting for a boxed set to be half of?

The Points don't matter when it comes to Combat Patrol boxes because they're measured in Power Level. Each one is roughly 25 Power and billed as a good way to start out with 40k in Matched Play, Crusade, or Open Play.

I understand completely, but I think there are better ways to include some of these examples and others similar to them.

Some could simply not take up a FOC slot and are added similarly to Transports (e.g. can include 1 for each HQ or each Troop). Some can be tied to a unit to unlock them where they do not take a FOC slot (e.g. For each BEAST unit included in your army you can include one BEASTMASTER).

GW is belatedly coming around to this idea after a full edition of parceling out pieces of Elite units into their own units. Remember when there was a Space Marines Command Squad rather than Apothecary, Company Ancient, Company Champion, and Company Veterans?

Now I have multiple units in Codex Adepta Sororitas that allow me to take multiple units each that don't take slots in the detachment.

Or players might just have to make some difficult decisions on which Elites to take instead of just loading up on everything. If the complaint is that the FOCs are too permissive I don't think making it easier to take stuff through means other than FOC slots is going to solve the problem.

This also highlights a problem where some Codices have their mini characters as Elites while others have them in HQ. Necrons are a good example. When I play Necrons against SM, or AdMech, or DG, it's striking that they get so many more characters than I do because while all of mine are HQ they all have a bunch of characters available as Elites, which seems like a completely arbitrary decision on GW's part. This wouldn't be too much of a problem except the Battalion allows for 6 Elites, which basically makes them almost slotless since most armies would struggle to include 7 Elites even with mini characters taking up those slots.

There's only one competitive ork unit in the elite section, and lists that heavily rely on vehicles might even not need it. Army of renown can't even field any elites. What difficult decisions?

Not all armies are the same. GSC has a lot of their stuff in the Elites Section, while their HS section is pretty thin.

Armies other than Orks exist.
