From a lore perspective I dont much see the appeal either. IMO Pertruabo has got to be one of the absolute worst primarchs. Maybe the single worst. At least Angron had an excuse.
Pertruabo acts like a petulant child. He joins chaos literally out of resentment and spite. He has a "rivalry" with Rogal Dorn for no good reason other than they both kinda have the same MO. The rivalry seems extremely one sided, like Pertruabo obsesses over it constantly and RD barely seems to notice.
Pertruabo and IW lore claims they have bad assignments during the Crusade era. But did they really? Was pacifying the Hrud actually worse than wiping out the bug xenos race that the Luna Wolves fought, or conquering the ork homeworld? or the assignments of any other legion? We never get any perspective on this other than Pertruabo's. He feels like he got the short end of the stick, but really he was just asked to lead an army in a time of war, same as the rest.
And the lore suggests that never receiving an accolade or a thank you drove him to madness, but he was clearly already insane. Literally the first thing he did when he got his legion was kill 1/10 of them for no reason other than he was upset that he wasn't handed "the best" legion to command. Well the joke was on him because the second Pertruabo joined them they would forever be worse.
Pertruabo wasn't driven off the edge by a lack of respect from his father and his peers, he was just never a good primarch to begin with.
So I think people like the paint scheme, they like playing non-mutated chaos marines, and there is still some residual popularity from when they used to be overpowered many editions ago.
