The structure of the sentence is such that how many of those existing concurrently is unknown. Over ten millenia, far more than a million Space Marines have been "built", after all. And I think that tracks with the idea that Warlords are from before the Imperium even existed, which is mentioned somewhere iirc. From the DAoT maybe. A different time, with different wars, and they're still being built. So maybe millions have been built over 20k years, and millions have also been lost. The Space Marine turnover rate is much higher
