No, it was loyalist marines players hoping for even more rules on top of the ones they were already given without any drawbacks because they want their cake and eat it too.

On topic, what do we expect the Agents of Bile to consist of? Gland hounds would be nice.

Try looking at it this way -

He said "Take a superheavy that is allowed in your army instead"
You said "They are expensive though"
He said "Yes"

That pretty much ties up all loose ends and leaves you both free to go on with your lives I think.
