Im making a Codex for my chapter, this will be the rules section. Each Company of my chapter has a diffent gene-seed than an other company, as will be explained in the Background. This will list the Special Characters.
1) Kaeso Cipius, Chapter Master
WS BS S T W I A L Sv
6- 5- 4- 4- 4- 6- 5-10- 2+
Special Rules:
Fearless, Orbital Bombardment, Independent Character
Wargear:
The Sword of The Primarchs:
This is a Master- Crafted Relic Blade that allows Kaeso to re-roll all failed to hit and wound rolls in close combat.
Armor of the Ancients:
This suit of artificer armor gives Kaeso a 2+ armor save and a 4= invurnable save
Angelic Wings:
A jump pack that lets him move 14" in movement instead of 12" but if he chooses to move 14" he loses 1 attack in close combat if he assualts that turn
So what do you think? He is suppost to be super powerful!

The Angelic Wings is kinda useless. One of the main points of moving further is to get into assault quicker, which dampens his CC ability. Also, this guy overall is way overpowered. He has a 4++, has a 18" charge range with 6 attacks re-rolling hits andwounds.

If I were you I would try to make your character more reasonable -- Marneus Calgar is supposed to be one of the greatest heroes of the Space Marines, and he is not 350 points. That said, your character isn't necessarily overpowered or anything, just try to compare him to other special characters instead of deciding what would be super-awesome and then just making your guy the best.

I'm with ph34r on this one. He is pretty OP, but also overpriced compared with special characters in print.
Maybe give him 3 attacks base, with a master crafted relic blade and digital weapons. You'll get to keep one of your wound re-rolls and lower the price of the model to something you can calculate using the Chapter Master base stats. Armor of the Ancients is basically Artificer with Iron Halo, so that's easy to figure out.
The jump pack is the main dicey area. I'm guessing that you've probably got some fluff written or in your head for this guy. He sounds like a former Vanguard member based on what you've posted here. Maybe swap the pack for an ability that makes Assault Squads or Vanguard scoring, like Kantor's ability? If you like the special jump pack idea, allow him and a unit he is with to Fleet, or gain an extra d6" Movement...

Blue Templars sounds a bit weird.
But the Blue Crosses sounds right because instead of just copying the Templars, you're fitting with the theme of being a Christian Crusaders Organization.

lol  ! I used a roman name generator to come up with his name, I had no idea thats what it means! I will take your suggestion with the D6 extra movement for his unit and the assault squads as scoring units. These Space Marines are the best of the best and the most tough. It is for this reason they may use Terminator Armor.
They have the the same rules as basic termies but have 2 wounds and Furious Charge!
Same upgrades as basic termies but with one extra:
Holy Armor: No weapon can Ignore there armor save.

Dude I've seen my termie squad get killed by a tactical Squad and a Chaplian in CC, so 2 wounds would help in many situations. If there are weapons that ignore armor saves, ur dead!

@camboyaz yeah it doesn't matter what you've seen or that power weapons hurt termies, this game isn't suppposed to be. "I'm playing space marines, my chapter is the best and always wins so none of them die!" A fluff chapter is 'neat' to some, but frankly i don't appreciate them. Your chapter sounds very much like blue black templars w/ a Calgar chapter master. Before continuing making rediculous special characters/ units for you army i would highly suggest either
a) playtesting them w/ a friend, see how they fare, see how your friend reacts to something like a 2+ unignorable save
b) imagine yourself playing against that unit, how could you possibly beat this unit? would you appreciate playing against it?
lastly and this bit is just said directly to you, but to most of the posters of proposed rules. if your not
a) interested in making the unit; reasonable, fair and properly priced.
b) interested in recieving criticism, but rather are seeking only praise
c) interesed in changing anything because all your seeking is validation for your awesome skills
don't post it... just don't... pretend you did and imagine all the people who love it and think you should work for GW because of how awesome you are...
Sorry for venting, but i'm really tired of seeing rediculous units in proposed rules. once again the last bit isn't just for you, its for everyone

Many fan-based rules can be game breaking and while we do love the fluff we create for our own armies, it's often necessary to take a step back and ask ourselves, "is this something that I'd want to play against?" Sometimes, working within the context of the codex can duplicate many of the home rules we'd rather play with, but at a more conservative level that other players are (more or less) forced to accept due to their innate legality. Keep in mind that many, many of these kinds of proposals come across the Proposed Rules forum and if you're not quite thick-skinned enough, it can be disheartening to receive criticism of your ideas. When someone provides feedback for something you've posted, negative or otherwise, and they don't explain why (or you don't understand why) they post what they do, the most important thing you can do is to ask them politely why they feel the way the do. I would be very reticent to play against a unit of golden legion terminators because they're like Superman- neigh indestructable and capable of reducing the enemy to rubble. I'd rather see something like the Tick - nigh indestructable and that's about it. The amount of firepower and CC I'd have to pour into them would make this single unit a terror to play against, but the damage output of a normal terminator squad is pretty significant. Most units in an army are either good at putting out damage (hammer) or soaking it up (anvil) and a few are good at both (deathstar). Terminators are already a kind of deathstar, especially when teamed up with a good HQ unit, and this special rule would put them over the top for me. However, I understand wanting your termies to stay alive longer. Your experience may be an issue of tactics, army balance, or just poor dice luck, but none of us know that. You might get more results visiting the Tactics forum or buying new dice than you would making new rules for units. That being said, if you want to have a "golden legion" of terminators, I'll make a suggestion. If the rule was toned down significantly and linked to a special character, I think it would be easier to swallow. Termies get a pretty nice 2+ straight armor save that they're going to get against most attacks and already have an un-ignorable save, a 5+ invulnerable - upgradeable to 3+ if they are TH/SS. What if you had a Master of the Forge that specialized in maintaining and/or advancing the technology behind TDA? Replace the Bolster Defenses rule with the Golden Legion rule. I'd allow either: 1. Models in Terminator armor may purchase an Iron Halo at the cost of 10-20 points per model. 2. When the special MotF character joins a Terminator Squad, the unit may re-roll a single failed invunerable save once per round. Either of these rules would increase the survivability of Terminators, but should be fairly pricey, I'd say 30-50 points on top of the cost of the Mast of the Forge easily.
