Notes:

This is not your box standard IG list and as I am using the Vostroyan Firstborn so the Carapace armour is something I'm not willing to part with.

I'm not sure if I should find the points for camo cloaks for the CCS.

This is NOT meant to be an super doom list but I would like to know if the army has some sort of coherency and would be able to function on the table.

If this is not the case what should I do to get it to work?

It looks like you've got a plan here, to me. There are a couple things I personally don't like to do (flamers/grenade launchers on Vets), but that's something that may match your playstyle or that you've found that works. I'd say you're best way to refine this list will probably be to play it a few times and see how it works for you.

As for the thought of camo cloaks for your HQ, I doubt they're necessary. Snipers and orders probably aren't going to come across as a huge threat when your opponent could be firing at your ordinance or backfield Vets.

Look down, back up, where are you? You're scrolling through comments, finding the ones that your comment could look like. Back at mine, what is it? It's a highly effective counter-troll. Look again, MY COMMENT IS NOW DIAMONDS.

From what I can see you don't have anything at all to destroy heavily armoured vehicles. Your veterans are very strangely armed, and you're wasting a lot of points on the grenadiers upgrade.

You might want to consider dropping the ratlings and the techpriest, giving your CCS meltaguns and a chimera, and equipping your veteran squads with meltas and plasma only. Also, the lascannons on the Russes are points which could be spent better elsewhere, as you'll ideally be using the battle cannon to shoot at troops, rather than light to medium transports which the lascannon is good at.

I agree, you should at least have one squad (either CCS or vets) equipped with melta guns, or, IMO, preferrably two squads to deal with tanks. To get points for upgrading the weapons, you should remove the ratlings from the list, because they don't really fit in.
