I'm looking for rum coves and bucaneers, also more law abiding seapersons, 28mm nautical minis that will intermingle well with WHFB figs. Anyone recommend any ranges?

I have most of their pirates range and use them for Warmachine Merc Pirates. The Captain with 2 swords is my favorite, and the only one I have painted so far.
I hope to get some of the Brits Navy from that line in the future to use with Pirates of the High Seas.

I too can wholeheartedly recomend Black scorpion, they are slightly larger than 28mm but will fit in nicely with any GW stuuf, I recently used the Orcs from their fantasy pirates range to give my Kaptin Badruk a flash git retinue, they were perfectly sized to fit in as Nobz.

Some of the Freebooter Miniatures look really cool imho
only problem is they are 30mm so may not fit in, but worth a look
Also there are some weapon accessories that may be useful

I haven't seen these. I didn't know they had a pirate line. I have their WWII Germans and US guys, and find them to be great models, if a bit chunky. I also like their Pulp line, was thinking they would be great for an Indiana Jones diorama.
Crusader
I haven't seen these in person. The web pics that I have seen look a bit rough.
Old Glory
These are cheap and get the job done. If raw numbers of ok sculpts are what you want, Old Glory can do that. Personally I find their sculpts a bit crap.
Though I do have one of their captain figures. He has 2 hooks, eyepatch, hat, peg leg and missing leg, crutch, parrot. Every cliche pirate characteristic ins on that model.
As i said above, I like the Black Scorpion stuff. To me, pirates are characters, from Captain to Deck Swab. So I want good, characterful sculpts for every model.

The Reaper Razig faction from their warlord game is an excellant range of undead Pirates of the Caribbean style pirates. I personally love them, maybe you will too!

I forgot about them. They are nice undead pirates. They scale a little small, true to 28mm. Makes their cannon more like a blunderbuss compared to most line's huge guns.
Reaper also has some living pirates that are pretty good.
Very high fantasy looking though, including a minotaur, goblin, elves, half-elven, and I believe they had an Illithid.

Privateer has a reasonably large pirate subfaction, as Skrulnik mentioned. Their sea dogs might work pretty well for you, and they have a couple of cannons that you might like as well. A few of the solos might work as well, but a lot of the rest of the range tends a bit more towards the steampunkish, and thus probably not too suitable for WHFB.

Sea Dogs from PP will work, but they are a bit bigger than a standard GW fig which will allow them to mix with Black Scorpion.
The GW Free Company/Mordheim box will mix well with the historical lines listed by Big P (Foundry, Artizan, Crusader, Old Glory).

I have the PP Commodore cannon that i'll probably get round to at some point (though it almost ended up on ebay earlier).

Wargames Foundry have a pretty extensive range which I rather like.
If you get a copy of the Warhammer : Legends of the High Seas then this has plenty of ranges recommended but I'll repeat it if you can't;
