So I got an interesting idea for a fantasy army, namely a cult of sigmar empire army.

So hear is the army idea

Its led by an arch lector and makes great use of warrior priests

I would like to have my pisoleers be mounted witch hunters
great swords converted to great hammerers with flowing robes and such
couple flaggents.

But my main issue is I want to make a holish army but all the empire minatures are not condusive to this excepting the flaggelent boxed so. So my question for you all is any ideas on how to convert an army to do this. I really like the idea but I don't have the modeling skills to gs robes on a few dozen models. Thanks for anyhelp!

Go lite on state troopers and very heavy on militia to represent local peasantry whipped into an angry mob!

Flagellants are the obvious source of robed guys. Other than that you might have to go with a combo of Empire and High Elf parts, for the robe bottoms and shirt sleeves (assuming you want to avoid the split sleeves the Empire generally has.

If the old Middenheim sprue is still available somewhere then that's a good source of hammers.

Empire archers have a sort of tunic thing.

If you're looking for pilgrim style Witch Hunter heads that could be tricky. I can't think of any current GW versions. There was a metal special character years ago, but tracking down 6+ of them to harvest heads from seems like a lot of work.
Confrontation Darkness Hunters aren't really going to mesh scale-wise with any GW parts.
